    With the community society of China going gradually towards disintegration, the constant emergence of collective petition has become an important issue to be considered in the emergency management of local governments. It is not a collective action in the purpose of overthrowing the regime, but in fact a right relief strategy adopted by the concerned parties when they fail to get the trust from the local organizations. Therefore, there is a necessity for the government to foster social organizations representing different interest groups to avoid the occurrence of such large-scale collective petition issues.
