By means of the summary about the experience of the application and development of the Comprehensive Bids Evaluation Method in the field of construction project tendering, the gradual improvement of the elements and contents of the evaluation, the elaboration and opening of the evaluation standards, and the guarantee of the legal and regulation, the elements and contents of the evaluation are analyzed and set from three aspects, which are price, technical scheme and enterprise credit when using Comprehensive Bids Evaluation Method to go on the land transfer by tender, combined with the objective of transferring the right to the use of state-owned land by tendering. The data is collected through the investigation by questionnaire, and AHP is used to confirm the weight of every bid-evaluation factors. Then, the advice of the evaluation standards was put forward when adopting the Comprehensive Bids Evaluation Method to conduct the Commercial Residential Building and Affordable Housing construction land transfer by tender.
