After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

New district has significant role in modern urban development. Building new district is an important strategy for the local government in China. Most Chinese New districts building follow the Blueprint Approach which result in a lot of issues such as land requisition and development capacity. The paper uses two cases analysis to analyze the Blueprint approach and the Learning Process Approach respectively. Through comparing two approaches outcomes, the paper proposes that urban new district development needs the action to build the beneficiary development capacity by learning process.
