After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The article mainly carries on the analysis elaboration to the conservation concept of the historical blocks, simultaneously analysis and studies the idea, manner and method of historical block protection in Germany and China, attempts to explore one kind of new protection method which is suitable in the Chinese national condition .To protect the historical block, we have to protect its whole style environment, the cultural connotation, the traditional custom as well as the existing social life structure, and gradually improves the resident living standard.
