Abstract :
MPEG-2 decoding with internal resolution scaling degrades video quality particularly for interlaced video with high vertical activities. Previously known methods apply the same algorithm to each picture without utilizing the observation that errors in different types of pictures (I, P, or B) contribute differently to the total degradation. We propose a solution that mixes highand low-complexity algorithms to ensure that more critical pictures are processed with higher quality thereby increasing the overall video quality. Simulation results confirm that such an approach yields a better trade-off between quality and complexity than simply applying a single high- or low-complexity algorithm to all pictures
