Abstract
The authors discuss the development and statistical evaluation model of electronic registration process for Maryland CVISN project. The Maryland CVISN is a pilot project for the US CVISN program. The registration will virtually take place on the Internet. Since no data is available for the reliability of the system, an empirical model is developed to estimate the dynamic reliability function and boundaries
