Abstract
Toll Free Cellular is a venture-backed telecommunications company based in Seattle, Washington. The concept of free cellular calling was conceived by the founder, John Clark, as he was making a 1-800 call on his cellular phone while stuck in traffic. It occurred to him that companies could encourage calls and increase their business by paying for inbound cellular calls the way they offer 1-800 numbers to pay the cost of long distance calls. The seed was planted, and after much research, free cellular calling service became commercially available in Seattle in October 1995. The paper describes the setting up and characteristics of this service
