After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is researched in the paper about the application of neural network´s pattern recognition. Through theoretical study and algorithm analysis, MATLAB 6.1 and Visual Basic 6.0 as design platform and development tools, use of MATLAB software establishment of neural network identification models, and then in accordance with the model for network debugging, simulation, testing, and programming fast, accessible and visual control interface, realized capital letters A to Z recognition and analysis.
