After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

China Unicom introduces HSDAP/HSUPA, enhanced technology of the third-generation mobile communication throughout the entire network when establishing WCDMA network. The paper first briefly introduces key technologies of HSDPA/HSUPA, realization of multi-media services with the big rise of wireless bandwidth and then the logical architecture of HSPA-based electric power mobile office system, network topology, major functions and safety measures.
