Abstract
Summary form only given, as follows. Although some authors have emphasized the "black box" nature of neural networks, effective applications require a clear theoretical understanding of networks and the fundamental issues involved in representation, learning and generalization. I will develop a general theory of neural networks, show how that theory can be applied in a number of specific cases and provide a number of "helpful hints" for the development of useful applications.
