Abstract :
This paper discusses the shortfalls of current military command & control systems with respect to providing situational awareness and to potentially improving and adapting such systems. It describes the architecture and required features of a military situational awareness system. It shows that by using common web map standards, it is possible to combine the strengths of an open source enterprise content management system with additional open source software tools creating a new kind of C2 system. It demonstrates as one possible use case how this military situational awareness system supports reach back networks for military decision support to operations.
