Abstract :
The most common method of tender evaluation for engineering projects was traditional comprehensive scoring or the lowest tender price method after evaluation, and AHP or fuzzy comprehensive judgment was also used for tender evaluation, but all these methods had several defects such as having highly subjectivity, lacking analysis of evaluation indexes and not reflecting weaknesses of tenders and causes of invalidity. A systematic method based on integration of DEA and fuzzy comprehensive judgment was proposed for the selection of tenders. The illustrative case was given to demonstrate that the proposed method is suitable for a general tender evaluation process and providing great reference for evaluation problems in other fields.
