Abstract :
The paper considers spectrum allocation in “digital dividend” in Russia for 4G (fourth generation) LTE (long term evolution). The author provides an overview of “beauty contest” procedure, which was selected by the regulator to allocate frequency spectrum at the national level, along with the legal requirements and regulatory environment of the procedure. The paper discusses the design of frequency spectrum allocation, and terms of releasing frequency spectrum that was formerly allocated to other services up to 2015, as well as obstacles, new licensees faced with.
