Abstract :
This paper proposes a method of localizing the Chinese license plate based on gray level variations. The proposed method has three stages. Firstly, roughly localize license plates, secondly, binarize the license plates, and finally, accurately localize the license plates. Testing results show that the presented method has an average localization rate of 96.06%
