Abstract :
Education quality control plays the key role in the higher education reformation which has been started in Russian Federation after joining the Bologna Agreement. The Agreement requires multilevel type of higher education: BS, MS and PhD. As a result, the quality of education would be defined by the exact following the State Educational Standards for each of the levels. Moreover, the agreement assumes students´ mobility, distant learning and competitive higher educational institutions.
