Industrial cluster is a kind of entrepreneurial network organization, which intervenes between markets and hierarchical organizations. To some extent, this network organization have promoted technological innovations and complemented the disadvantages of paradigm inflexibility within traditional organizations. However, in aspect of innovation capabilities development of industrial cluster enterprises, there are obvious institutional deficiencies, which result in the effect of rigidity and locking on attracting and raising external talents for industrial cluster enterprises, so that impeding continuous innovations. For that reason, the article takes advantage of the hypothesis on inefficiency institutional supply cycle as a methodology, putting forward feasible measures for industrial enterprises from three aspects: organizational structure, organizational learning and organizational culture.
