Abstract
This paper describes the development of a standards-based, repeatable, and reusable test and evaluation program for mobile biometric handheld devices. The goal is to develop a test framework based on cross-referenced, user-driven requirements and open, reusable test methods to determine if mobile biometric devices perform in accordance with their specifications. This paper describes the approach used to develop the test framework, requirements, list of use cases and operational scenarios and describes how the test framework will be used operationally.
