Abstract
Traditional system level studies are based on the evaluation of the carrier to interference ratio (CIR). However, it is very difficult to map CIR measurements into the actual quality experienced by mobile users. In this paper, the system performance is evaluated based on the probability of frame erasure of a 20 ms GSM speech segment, which is more directly related to speech quality. It is shown that through the use of random frequency hopping and partial loading, the sectorized 1/3 configuration provides maximum system capacity and better subjective speech quality
