Abstract :
Analysis of accident investigation reports on the Fukushima nuclear power plant accident has revealed several issues which are critical from the viewpoint of resilience. This paper briefly discusses some such issues, which draws much attention. They are “overconfidence,” “extemporaneous self-organization,” and “self-segregation.” More understanding of these is believed to enhance the system resilience.
