            Abstract : 
In this paper, we propose and study a zone based resource assignment (ZBRA) scheme for non-real time data application in mobile networks. We exploit information about a mobile terminal´s location and mobility in order to enhance system throughput and conserve battery energy. In the ZBRA scheme, a cell is partitioned into two concentric zones, the base station assigns two different data rates to mobile terminals depending on their location. We study the ZBRA scheme by evaluating the blocking probability of mobile terminals and the throughput per power unit achieved by the system. In addition, we study the effect of mobility on the performance. With a given blocking probability, our results show that the ZBRA scheme has significant performance gain over the conventional single rate system in terms of throughput per power unit
