Abstract :
The process of the public´s network expressing opinions and the government affairs´ openness are interactive and dynamic. In this paper, a dynamic programming model of government affairs´ openness driven by the network public opinion is built through analyzing the government´s and the public´s behavior respectively. The government´s optimal effort degree and network monitoring extent are solved. It is shown that when the marginal utility of government´s effort is high, the government should enhance his effort degree and cut down the network monitoring extent; when the marginal cost of the government´s effort is high, the government should reduce his effort degree and increase the network monitoring extent.
