Abstract
A reliability framework is presented in this paper for operating reserve assessment. The framework designated as the well-being framework incorporates the accepted deterministic criteria in the operating reserve probabilistic indices. An algorithm for evaluating the system well-being indices is presented. Impacts of standby units and interruptible load on the required number of committed units as well as the well-being indices are illustrated by application to a small test system.
