After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Based on right understanding of defects of composition and function of rural financial agencies in under-developed regions, this article, proposed the path selection of rural financial agencies in under-developed regions, among which the key is to cultivate sound policy environment and bring the role of the government into full play.
