  • Abstract
    Home NodeB is a technology defined by 3GPP organization to realize a home area network. In the traditional structure of Home NodeB technology, one Home NodeB just has one single gateway to transmit each session, and hasn´t taken the transmission quality into account. By improving the traditional structure of Home NodeB, this article proposes a new structure based on policy. This structure adds a new device which is created based on traditional policy server. Before each transmission from Home NodeB to gateway, Home NodeB needs send request to the policy server firstly, according to which Home NodeB can finish self-management and self-configuration ability. Thus ensure the whole network runs in a steady and affluent environment. Policy arithmetic is the key that applying policy server. This passage use arithmetic of Load Balancing as policy arithmetic´s leader. Combining Load Balancing into the policy based Home NodeB structure, policy arithmetic can have a steady running environment.
