Abstract
Eight years of economic growth have transformed Russia. Many of the social and economic problems inherited from the soviet system or which developed during the crises of the 1990s have already been, or on the point of being, resolved. For the first time in more that sixteen years Russia is in a position to move from shot-time crisis-solving to long-term strategic development goals. Priority is a task, which implies a prime decision. Accordingly, urgent tasks are connected with actual problems. However, a problem can have several solutions, consequently, to make priorities it is necessary to take into account global trends of economic development and peculiarities of certain national economies.
