Research on Finance-Construction on Consignment of the public work project based on Public Management Theory

This research paper makes an exposition of the basic principle of the public management theory as its guidance, analyzes the problems related to the class attributes of public work projects, investment and financing system of public work projects and the selection of the methods for the implementation and construction of public work projects, and besides the current author has also made proposals for tapping the other fund channels other than the financial fund sources, established a kind of financing system to absorb the non-governmental but social funds and the management mode for the implementation of the relevant projects, namely, the finance-construction on consignment of public work projects, given an overall discussion of the key points of this mode and pointed out that this mode has found an effective approach to solve the low-efficient problems featured with the governmental and administrative centralization, unified investment, unified construction and monopoly over business operation.
