Measuring performance of public procurement for innovation

The potential of public procurement for innovation has received growing emphasis recently. Stimulating independent innovation has become one of goals of public procurement in China. Measuring performance is conducive to evaluate governmental behavior and the effect of public procurement on innovation, improve governmental performance, and advance achieving the goal of innovation. We employ service quality, efficiency, and effectiveness as three measurement criteria. Service quality measure mainly deals with the customer satisfaction. Efficiency measure requires comparing the cost to output and outcome of public procurement. Effectiveness measure captures the extent to which the government stimulates firmspsila innovation and the society benefit from the innovation caused by public procurement. Subsequently, we find out concrete indexes under every criterion and construct performance measurement index system. Finally, we introduce the approach of measurement.
