The utilization of rainwater is one of an effective way to solve the water shortage for Jinan city. The rainwater quality was analyzed of various different roof and road at different times of runoff in order to know the potential values of using rainwater. The results show that rainwater was polluted seriously , i.e., the concentration of contaminants is high in the initial of runoff. However, with the time of runoff lasting, the concentration of contaminants was in a decreased tendency. The concentration of contaminants was not changed after 40 minutes of runoff. The qualities of rainwater after 10 minutes of runoff is better compared to the index of water-scenery and urban misceuaneous water, and the quality of rainwater will be met to the standard of water-scenery and urban misceuaneous water by simple treating. Therefore, the stress situation of water shortage can be alleviated, with the developing and utilizing rainwater resource, and the sustainable development of cities can be maintained..
