After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

A two-dimensional hydrodynamic and oil transport model is established firstly. Then the model is applied to the event of fuel oil leakage accident which occurred at Wujing wharf in the downstream of Huangpu River in 2003. The process of oil transport, under normal hydrological condition and actual condition with engineering measures, are compared and the results show that the discharging flow from the upstream Taipu gate can effectively dilute oil pollution when the sudden oil leakage accident happens in the downstream of water intake. In other words, the discharging flow is an effective method to ensure the safety of sensitive water sources in the upstream against the downstream pollution.
