In course of socio-economic development, the water resources and environmental issues is a key to the harmonious and sustainable development between nature and human. There is great unbalance in the water resources distribution and difference in the development model among provinces in China because of the different technical and financial capacity. In order to analyze the inter-provincial distinction in the water efficiency and the equity and rationality to develop, the paper introduced the Gini coefficient of economics to access the matching state between the indices of the water resources and environment and the population and economic output from macroscopic angle (national scale). Moreover, we also posed the efficiency coefficient to evaluate the water productivity from microscopic angle (arithmetic unit province). Through the results of these calculations based on the water resources and environmental indicators, we could discover some extant problems in the process of regional development and make the corresponding structural adjustment so as to the sustainable development and mankind and natural harmonization.
