Abstract
The process used to inspect, evaluate, analyze, and recommend candidate rural distribution circuit sections for reconstruction is addressed. Four criteria are assessed during the inspection to determine the physical condition of each circuit section. The assessed criteria include pole condition, hardware condition, primary conductor condition, and specification conformance. A circuit section severity index is assigned to each circuit section based on the value assigned to each criteria. The circuit section severity index is used to determine the relative physical condition of each circuit section. The circuit section severity indices are then ranked and evaluated in conjunction with outage history information and customer density profiles to identify candidate rural distribution circuit sections for reconstruction
