Abstract
A frame-based system is described that enhances domain modeling and inferencing in certain strategic planing tasks. The strategic planning process for identifying organizational needs is described, and justification of the frame-based approach is provided. Strategies are presented for defining frames for strategic planning problems. Contributions of frame-based inferencing to the strategic planning process are discussed.<>
