Abstract :
The introduction of formal evaluation techniques for use with CCTV systems is an important step toward the much needed improvement in systems performance. The inclusion of mandatory use of these methods in invitations to tender for new CCTV systems imposes potentially severe constraints upon the would be contractor. In fact this is a twin edged sword because these requirements also mean that the system owner needs to understand his requirements in greater detail than previously. Analysis of operator performance reveals ways in which these comparison methods may be interpreted in the operational context. Understanding gained in this way explains the utility of imaging systems of varying resolution. A design methodology based upon this analysis is described. The contractor faces a dilemma in commencing the installation. This process is very expensive and if the camera positioning is subsequently proved to be incorrect the resulting rework costs can be catastrophic. Techniques for circumventing this hazard are described
