Abstract :
Western Systems Coordinating Council´s (WSCC) Generator Testing Program (GTP) was developed and initiated as a direct result of the severe electric system disturbances experienced throughout the Western Interconnection in July and August 1996. The tests recommended by WSCC include static tests to verify the reactive MVAr limits of operation of generating units and synchronous condensers, and dynamic tests of synchronous machines for model validation of generators, excitation systems, power system stabilizers, and turbine-governors. The recommendation to test generating units was made recognizing that it would entail costs, potential risks, and significant effort. The recommendation for dynamic model validation testing of synchronous generators and static tests to verify the reactive MVAr limits of generators was endorsed at the highest level by the WSCC Board of Trustees and by the North American Electric Reliability Council (NERC). WSCC´s testing initiative is applicable to all units, 10 MW or larger, regardless of ownership, class of market participant, or interconnection voltage level
