In this study, a three-step experiment was performed to study the application of dredged waste (DW) in planting soil. In first step the dredged waste were strengthened by using cement and the cement solidified DW generated. Because the strength, soil structure and pH value of it unsuitable for plants growing, the second step are required to break the solidified DW matrix into soil aggregates for the aims to regulate the strength and structure of soil. The pH value of soil aggregates is higher than 9.0, which is still unsuitable for plants growing. To reduce the pH value, rice straw powder (RSP) was added into the crushed solidified DW aggregates. At last the pH value was regulated below 9.0 with the help of acidic substance decomposed by organic RSP. Through germination test of rape, ryegrass and Brassica chinensis seeds, the treated DW was proved to suitable for plant growing. The optimal condition is 50 kg/m3 cement and 3%-5%RSP.
