After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The marine economical development, environmental problems and social conditions were analyzed in this paper from the aspect of sustainable development. With rapid economic development in this area, the problem of resource shortage and environmental pollution gradually appeared in recent years, measurements should be taken to protect the resource and environment for future development.
