After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The progress of marine circular economy legislation in China should be guaranteed by corresponding legal system. But with the unestablished mode of current Marine Circular Economy Legislation in China as well as the unsound laws and regulations, the existing legislation cannot adjust to the development pace of marine economy. Therefore, it´s a must to improve our marine circular economy legislation system, together by means of gradually establishing China´s marine circular economy legislation mode, modifying the existing laws and regulations and building incentive mechanism and taxation system and other related laws.
