Abstract
The author argues that the problem of technological innovation capital in China needs the efforts of entrepreneurs, the government and banks. It is stressed, in the short-term, to optimize the government-business relationship and to establish venture capital in China. In the long-term, the entrepreneur is still the essential solution, and it is more effective to have support from the banks
