With the cogeneration power plant serving as an object of studying, Using the basic theory of Engineering Thermodynamics, the thermodynamic system is divided into many the thermodynamic cycle which is also divided into many mass units. Based on the general matrix equation, the water intake coefficient calculating model is established, and then analyzed the relationship between the power and the heat. Through revealed the nature of the heat-electricity in extraction cycle, the calculation model of heat-electricity cost allocation and heat price of the products was established by strict mathematic deduction. In the end, one 600 MW extraction condensing turbine is select to be calculated by our theories and methods. The method of the calculation is very simple and practical. The calculation results are true and reliable.
