Abstract :
The transmission of video with very low bit rates ranging from 8 to 16 kbit/s is necessary e.g. for an audiovisual terminal working in a mobile cellular communication network. It was investigated, whether the discrete wavelet transform can be an alternative to the block based cosine transform (DCT). The emphasis for the work was to develop a complete source coder in order to be able to compare the image quality with other state-of-the-art coders. The article presents the design of the coder. Experiments using standard videophone test sequences show that the obtained image quality is similar to the best available results from DCT coders
