Abstract :
From Wenchuan earthquake, one of the worst catastrophes of the century, this paper analyses its impact on the environment and evaluates E-NGO´s functions of environmental reconstruction. E-NGOs are always engaged in spreading knowledge and mobilizing the public, so as to accumulate social capital for environmental reconstruction. Some E-NGOs will assess the environmental impact of the disaster, and undertake ecological programs. In the future, China´s domestic E-NGOs are supposed to accelerate their process of role-transformation from “propagator” to “advocator”, and step towards the way of “check and balance” by means of public participation. E-NGOs should also carry out the strategic measures focusing on their responsibility of environmental improvement, and promote the experts and think-tank to provide professional services. What is more, it is significant for E-NGOs to communicate with the government agencis and try to construct the legal and political environment in favor of E-NGO´s development, and thus establish their cooperative relationship.
