Abstract :
As part of the US Department of Defense´s Scientific and Technical Information Program (DoD´s STIP), the Defense Technical Information Center (DTIC) contributes to the management and conduct of defense research, development and acquisition efforts by providing access to and transfer of scientific, technical and management information for DoD and other US Government personnel and their contractors. Transferring information about current knowledge is vitally important to the creation of new knowledge. Now that the Cold War is over, US defense resources have been reduced accordingly. One must increasingly turn to commercial or commercially derived products for one´s needs, taking advantage of both economies of scale and of cutting-edge technologies that are found in the private sector. The products and services offered by DTIC provide an invaluable source of information to both the government and contractor communities in their efforts to identify and develop dual-use technologies. Such products and services include: active participation in the Small Business Innovative Research Program (SBIR) solicitations; management of a domestic technology research database; access to more than 1000 commercial and government databases; Internet service via public access gophers, Web clients, WAIS, listservers, etc.; information analysis centers which help defense scientists and engineers and their contractors to find, analyze and use scientific and technical information; and access to more than two million technical reports and summaries of works in progress
