Abstract
Decision making training makes much use of scenarios. This is nowhere more apparent than in training the team which manages the response operation for a civil emergency. The common form of collaborative training in this domain is a scenario exercise conducted wholly in vitro within a training center and a rich variety of such training practices have grown up in response to the need for training. This paper considers the design of training scenarios for emergency management. It illustrates how the case-based learning model can provide a structure for generating training scenarios, with implied requirements for computer based exercise design environments
