Abstract :
The Internet has fostered competition at service level. The evolution is taking place in the fixed and mobile voice networks to IP networks. The market structure of local access to broadband provides fixed incumbents with the ability to engage in discriminatory practices that will reduce social welfare. This raises the significance of competition in broadband access market. This paper provides an analysis of regulations that aim to ensure competition and non-discrimination in broadband market.
