Abstract
Risk assessment in the work environment has been required under Estonian work safety and health law since 1996, when the EU document "Guidance of risk assessment at work" became accessible. The new Act on Occupational Health and Safety that demands risk analysis at every workplace was adopted in Estonia in 1999. In this context the main problem for managers and labour inspectors became the determination of risk level. The article discusses the factors involved. In particular it mentions factors at the offices of the Estonian Shipping Company
