Abstract
For the government to solve the problems of beggars with more practical countermeasures, we collect informations from newspapers, periodicals and journals to illustrate the current situation of beggars in our country. After that, we show the deficiencies of our exist policies and try to help the government to relieve the problems by simplified it into a two-player(government-beggar) game which exists only a mixed strategy Nash Equilibrium (p*, q*). Finally we give some advices in accordance of the results and offer some further recommendations.
