Abstract
The process being used by the TR45.3 data services task force to develop data standards for cellular telecommunications is described. The process has three salient features: (1) It is service driven; the task force describes specific services from a user´s perspective and then uses these service descriptions to drive the rest of the process. (2) It is structured; a structured plan ensures that the task force and its member organizations remain focussed. (3) It is integrated; the task force takes an end-to-end view of the services for which it is responsible
