Abstract
The Hamiltonian of the interaction of charged particles with surface plasmons on the basis of elementary effects of the transition radiation of a charge in inhomogeneous media has been found. A kinetic equation has been set up for the surface plasmons, the conditions of the instability (generation) at their interaction with an electron flow and a value for the increment in the submillimeter wave range have been determined
