Abstract :
Summary form only given. The constitutive relations for electromagnetic fields in a time-varying magnetoplasma are derived in differential and integral form. For the integral form the properties of the dielectric tensor are discussed. Both ionization and deionization (recombination, attachment) processes are included as mechanisms of the nonstationarity. Further, these constitutive relations are applied to the analysis of an electromagnetic wave propagation in a time-varying magnetoplasma. Adiabatic invariant (i.e., combination of wave´s energy and frequency conserving in the course of slow temporal variations of the medium) of the new form is derived. Transformation of a whistler wave in a magnetoplasma with slow and rapid temporal variations of plasma density is investigated
