Abstract :
The development of low-carbon economy is an inevitable choice for China to realize the sustainable development. In order to achieve this purpose, the government must strengthen the regulation and control of macroeconomic economy. The policies should be changed to move the rules and the organizational structure of economic society in China. The current policies are mainly associated with some administrative measures, such as “command-control”, which hinders the development of low-carbon economy. Hence, low-carbon economy policies in China should follow the market-oriented reform process and the policy system design should be changed form relying on administrative means to relying on market mechanisms, such as tax policy, fiscal policy, credit policy, price policy.
